After witnessing a suicide bombing, Constable Kazuki Fuse becomes haunted by the bomber's image, and is forced to undergo retraining for his position in the Capital Police's Special Unit. He finds himself involved with the sister of the girl who died, and becomes a key player in a dispute between the Capital and Local police forces.
