When a highly-wanted brain-hacker known as "The Puppetmaster" begins hacking politicians, Section 9, a group of cybernetically enhanced cops, are called in to investigate. The case questions the very nature of the Puppetmaster, and what makes a human in a world where there is little distinction between man and machine.
