In the far-flung future, the planet Sea of the Morningstar in the Tau Ceti system was one of the earliest colonized planets. When it came time to revolt against the overseeing Stellar Alliance, the planet revived the old concept of Letters of Marque and so used space pirates to beef up their military forces.
